Dan Clarkson is an attorney specializing in government relations and corporate and project finance in the energy sector. Dan develops energy efficiency loan programs with local governments and is responsible for all legal aspects of these relationships at Energy Efficiency Finance Corp. EEFC is part of the US Department of Energy’s Financial Technical Assistance Team for ARRA grant recipients. As a Team member, Dan advises state and local governments on credit enhancement programs with private lenders and is preparing the various agreements for these programs across the country. The current client list includes Santa Barbara County, San Diego, Milwaukee, Madison, Chicago, the State of Washington, and in Washington State: Bellingham and Whatcom County, Sustainable Works (covering King, Pierce, and Spokane Counties), Kitsap County, Snohomish County, Bainbridge Island, and the City of Seattle. Among other projects, he is also working on energy efficiency finance projects for MacDonald-Miller for downtown Seattle’s commercial sector and on an on-bill finance program for the Illinois utilities.
Dan graduated from Harvard Law School in 1990 and worked eight years with the Washington State Department of Ecology, drafting air quality regulations and negotiating environmental agreements. Prior to joining EEFC, Dan co-founded a publicly traded waste-to-energy company, Prometheus Energy, that converts landfill and other waste gases to liquid bio-methane used to fuel transit fleets. With Prometheus, Dan was Vice President, responsible for general corporate and financial transaction legal work, as well as governmental relations.
